Understanding Latvia’s Regulatory Direction
From 1 January 2025, structured electronic invoicing is mandatory for B2G transactions, requiring suppliers to public and budgetary institutions to issue compliant e invoices. The regulatory scope has further expanded with mandatory structured invoice data reporting for B2G and G2G transactions to the State Revenue Service (SRS) from January 2026, followed by mandatory B2B electronic invoicing from 1 January 2028, however, private companies can voluntarily begin issuing e-invoices and reporting them to the SRS from March 2026.
Latvia has adopted the European electronic invoicing standard EN 16931, with primary formats PEPPOL BIS Billing 3.0 and UBL 2.1. being used, and operates a decentralised exchange model, know also as four-corner model, where businesses may exchange electronic invoices through the national addressee platform, PEPPOL service providers “Access Points”, or mutually agreed B2B channels.
