Electronic Invoicing Compliance in Angola with SAP Document and Reporting Compliance

In Angola, electronic invoicing compliance is shifting from a standard SAF-T (Standard Audit File for Tax) model to a mandatory real-time electronic invoicing regime. As of January 1, 2026, large taxpayers and government suppliers must issue e-invoices using certified software.

Understanding Angola’s Regulatory Direction 

The release of the Royal Decree (Decreto Executivo) n 683/25 published on 22nd of August 2025, which outlined the software data structure, electronic invoicing model, and technical and procedural specifications, kicked off the electronic invoicing journey for taxpayers in Angola.  

With a soft-landing period between October and December 2025, where concerned businesses could adapt systems without facing penalties, Angola is currently, from January 2026, in Phase 1, where electronic invoicing is Mandatory for Large Taxpayers (RFGC), State/Government suppliers (B2G), and any single transaction exceeding Kz 25 million. A second phase will initiate from 21 September 2026, where the mandate extends to all remaining taxpayers under the General and Simplified VAT regimes.  

Angola taxpayers need to use a certified electronic invoice software to generate and submit the electronic invoices to the Angola Tax Authority (AGT) in real time. The authenticity and integrity of electronically issued documents are ensured through a digital code defined by the AGT.  

The Tax authorities require that the e-Invoicing software is certified with the Angola Tax authorities and allow for real-time transmission of information to the AGT, with specific invoice number series being granted to the taxpayers upfront, for the different type of electronic documents and by establishment. 

After an eInvoice is sent to AGT, AGT first confirms receipt. It then notifies the sender whether the invoice is valid or invalid, including the reason if it is rejected. 

AGT performs two validation steps:

  • Format validation – Once passed, a PDF with a QR code can be generated and shared with the recipient. 
  • Content validation – Results in final approval or rejection. 

After approval, the taxpayer can send the invoice to the recipient, knowing it is final. However, in many B2C cases, invoices are sent to the recipient once AGT has confirmed receipt, even before final approval. 

AGT does not forward the invoice to the recipient. Instead, the recipient’s system can retrieve it directly from the AGT database. 

All electronic invoices must be printable as a PDF with a QR code through the invoicing software, allowing verification of the invoice details.
